The Union Security Gun Cage.
The Union Security Gun Cage is located on the second floor of the Union Security safehouse in The Last Stand: Union City. An officer named Richards took the key to the gun cage with him when he ran away in panic, thus leaving the other officers defenseless except for G17 Pistols.
The player will be given a quest to track down Richards should they talk to Todd Stephens. Richards corpse can be found at the end of the Penhock Subway Station. The key to the gun cage can be found by searching his corpse.
